House Bill 173 would amend Section 22-4204, Idaho Code, to increase the size of the alfalfa and clover seed commission from 6 members to 7. 

More concerningly, House Bill 173 would amend Section 22-4210, Idaho Code, to increase the assessment levied on all alfalfa seed and clover seed grown in Idaho or sold as Idaho seed from $0.0025 per pound to $0.01 per pound, an increase of 300%.
