Bill Description: House Bill 16 would exempt boxing and wrestling contests or exhibitions from licensing requirements when the fight is to raise money for certain types of charities.

Does it directly or indirectly create or increase any taxes, fees, or other assessments? Conversely, does it eliminate or reduce any taxes, fees, or other assessments?
Idaho law generally requires boxing, wrestling, and similar contests or exhibitions to obtain a license or permit. Sadly, House Bill 16 does not repeal this odious infringement on the free market, but it does amend Section 54-406, Idaho Code, to create a small carve-out for "contests or exhibitions held by a charitable organization that is exempt from taxation pursuant to section 501(c)(3) or (c)(6) of the Internal Revenue Code if the purpose of such contest or exhibition is to raise money for the charitable organization."
This exemption would reduce the expense and hassle that charitable organizations face when they conduct such contests or exhibitions, at least when it comes to licensing.

Does it violate the principle of equal protection under the law? Examples include laws that discriminate or differentiate based on age, gender, or religion or which apply laws, regulations, rules, or penalties differently based on such characteristics. conversely, does it restore or protect the principle of equal protection under the law?
It's unclear why trade associations, business leagues, and similar organizations under the 501(c)(6) designation receive this exemption but 501(c)(4) organizations that promote social welfare do not.
It's concerning that some favored classes of organizations would be exempt from government-imposed fees and red tape while others would not.
