Bill Description: House Bill 439 makes the law uniform regarding when voters can change their affiliation status.

Conversely, does it restore or protect the principle of equal protection under the law?

Existing law has two different standards for when voters can change their affiliation status. Voters whose registration is affiliated with a political party may change their status up through the candidate filing deadline, but voters whose status is "unaffiliated" may change their status up to and even on Election Day. 

House Bill 439 amends Section 34-411A, Idaho Code, to remove this discrepancy in the law and to make it clear that any changes in a voter's affiliation status must occur no later than the candidate filing deadline.

This change ensures that all voters are treated uniformly under the law.
