Bill Description: Senate Bill 1082 moves the State Insurance Fund's finances away from the State Controller's Office and Treasurer's office.

Does it in any way restrict public access to information related to government activity or otherwise compromise government transparency or accountability? Conversely, does it increase public access to information related to government activity or increase government transparency or accountability?

Senate Bill 1082 amends sections 72-910 and 72-912, Idaho Code, and repeals Section 72-927, Idaho Code, to remove language allowing the State Controller's Office and State Treasurer's Office to maintain oversight and control of the funds collected and dispersed by the State Insurance Fund. Under the revisions called for by this bill, duties will be assumed by the manager of the state insurance fund. 

By removing the oversight of these two constitutional offices headed by elected officials, Senate Bill 1082 reduces the accountability of the State Insurance Fund.
