Legislature 2012: Bills that didn't quite make the cut

For all of the legislation that is passed each year, there are always a number of bills that go by the wayside. Although the 2012 session lasted just 81 days, which is relatively short compared to other years, there were several pieces of legislation that at one point or another were gathering steam at the Statehouse, only to fall short, according to the Idaho Statesman.

Such things include taxes on cigarettes and Internet sales, ethics legislation, a wind moratorium and a number of others--some came close to passage, others never really had a chance.
