On Tuesday, an animal cruelty bill that would make repeat offenders felons passed the Senate Agriculture Committee, according the to the Idaho Statesman. Under the proposed legislation, three offenses within 15 years would be counted as a felony.

The Idaho Humane Society supports the bill, though director Jeff Rosenthal said animal torture deserves stronger penalties.
