Lawsuit claims city of Hayden has a 'disguised tax'

According to the Coeur d' Alene Press, a lawsuit has been filed by the North Idaho Building Contractors Association against the city of Hayden. The association says that a fee from the city, a sewer capitalization fee, has increased significantly over the years and is a "disguised ax."

The fee is used to generate revenue for the city and expand the sewer system, which the association says is wrong. The association says the fee should only be used for operation and maintenance of the current system.

The group also claims that the fee was not created through a resolution or any other type of formal procedure.
