Just how bad is the latest proposal for the state insurance exchange that is called for in House Bill 248? So bad that it earned a session record low of negative thirty-one (-31) points on the Freedom Index!

Some of the reasons for this score include the creation of a new government entity, the creation of a new function of government, new restrictions on the free market, new fees, a lack of legislative oversight, unaddressed privacy concerns, and much more!
