House Bill 049 — Traffic lanes, congestion, funding

Bill Description: House Bill 49 would limit the ways that money from Transportation Expansion and Congestion Mitigation Program could be used. In particular, it could be used only for funding road and bridge maintenance, the expansion of travel lanes, and congestion mitigation for the primary benefit of motor vehicles.

House Bill 49 would amend Section 40-720, Idaho Code, regarding the Transportation Expansion and Congestion Mitigation Program to clarify that "any moneys funding the transportation expansion and congestion mitigation program shall be limited to road and bridge maintenance, the expansion of travel lanes, and congestion mitigation for the primary benefit of motor vehicles to improve traffic flow and traffic travel times."

This new language should serve to prevent the program from expending public money on unnecessary projects that do not primarily serve the purpose of improving traffic flow and mitigating congestion.
